Install ResponsiveSharePoint_WSPEdition only at Site level?

I'm a site administrator but not a Sharepoint admin. Is it still possible to use this framework?

Browsing to _%server%/%site%/layouts/15/settings.aspx I don't see the "Site Collection Administration" group described in "Responsive for SharePoint Server 2013/Office365 sandboxed solution" (pg17) of the install guide.

Under _/layouts/15/ManageFeatures.aspx "SharePoint Server Publishing" is present and active but "SharePoint Server Publishing Infrastructure" doesn't exist.

I advanced to next step and uploaded and activated the RioLinx.SharePoint.Responsive.Server.wsp. That appeared to be effective, but it doesn't show up under Site Settings (step 5). Pushing on again to steps 6 & 7, setting the Master page, "bootstrap-3-server" and "foundation-4.3.2-server" are listed as available.

So it appears to be at least somewhat installed and present. Is it worth me pushing on even further or am I likely to hit a wall because of the missing requirements?
